No Exchange Server

When attempting to use Outlook 2003 for the first time on a stand alone PC a configuraton screen appears followed by an error message that it can't find the Exchange Server. When this dialog box is cancled the configuraton is aborted and Outlook shuts down.
I have un-installed and re-installed Outlook and the problem remains unchanged.
Question: How can I configure Outlook as a "off line" (no Exchange Server) application?

With Outlook closed, open the Mail option in Control Panel, Select Email
Accounts then View or Change Existing Email Accounts. Remove the Exchange
account and add a POP3 one and start Outlook.
