"No file format can be found in the registry" Photo Editor97'

Windows 2000 workstation with office 97 and photo editor
installed, produces error "No file format information can
be found in the registry" when tyring to open .jpg,.jpeg
files. After this error another error shows "Invalid
format".

Works fine under administrative rights. Anyone any ideas?
