No Form Page Wizard in menu?

FP2003 Help says go to File | New, click More Page Templates and on the
General tab there should be a Form Page Wizard among the options for
selection. I do exactly this and there is no Form Page Wizard to select.
Why and how do I get the form page wizard? Thanks.

Make sure you have a web open. Then Tools->Page Options - Authoring tab
Check the boxes "Browse time Web Components" and "Author time web
components"
Click OK
