No Header or Footer on Even Page

Hi,

I am experiencing the same problem as described in this article:
http://support.microsoft.com/kb/68618/EN-US/

The article only claims to apply to Word until version 97 ;-) Does anybody
know whether Word 2007 has any way of getting around this problem?

If not, can anybody explain the reason for this? I mean this is a know and
bad problem and I don't understand why it is not getting fixed.

I believe what is described in the article is by design. In Word, filler
pages don't have headers or footers.
