No ink in Word 2003 except on Tablet PC

I bought a graphics tablet and most of my programs have allowed me to
use the tablet (EverNote, OneNote, Photoshop, ....). The exception is
Word 2003. It will not allow ink annotation in Word unless you are
using a tablet PC.

Crippling Word 2003 to not allow ink annotations is bogus.

No doubt it is a bogus corporate strategy to *FORCE* users into
getting a Tablet PC.

Annoying. Anyone know how to hack Word to allow inking ?
