no line breaks in plain text messages

I send out a text based newsletter created in another program. When others
receive test emails all seems to be well (one receives in Mac:Office
Entourage, another in Thunderbird) but when I receive it in Outlook 2003
there are no line breaks. That means the text reads like this question. All
rolled into one. I don't see the "Line breaks were removed option" so I can't
fix that. I have also "unticked" the "Remove extra line breaks in plain text
messages".
I have no idea what else to do.
Interestingly, if I "foward" the newsletter the line breaks are restored.
