No longer able to ftp. Help!

Until recently I have always been able to FTP out to a
site to pick up data files. Now, it seems that I can
connect to the ftp site, but I can not get the data.

I can see other computers on the network (using ping in
the cmd window), but no other computers can see me on the
network once Windows has begun. Prior to Windows starting
other computers can see me on the network.

I think its possible that there is some service running on
my computer that is blocking others from seeing me.

Any ideas?
