no mail icon

I have no Mail icon in the control panel. I am unable to setup my wife's
user account with e-mail. Mine works fine on same computer

DId you install Outlook from an administrator account?

Yes I did. Everything worked good, then my wife was having problems with IE,
so I closed that user account and created a new one. I could not get outlook
to load and it keep saying to reinstall. I tried reinstalling and still have
not been able to get outlook to install. I was going through the posts and
seen that I need to go into control panel then click on the mail icon. She
does not have one under her login.

Is this on Windows Vista 64 bit? you need to enable 32 bit .cpl display then.

Yes.

Here is what I know:
Widows Xp, Office 03 standard.

When I click on outlook, windows installer starts. After a while a box pops
up and says unable to install try again or reinstall. I have tried both and
can not get by that point. I was reading a post here that said go to Control
panel, set to classic and click on the Mail icon. I do not have a mail icon
on her control panel, visible or hidden. I have looked in the C: drive and
she does not have any thing in local settings either. (C:, Doc & Set, Her
name, Local setting, app data, Microsoft, No Outlook file)
