Probably because your database file is actually in A2K
file format.

Note that the default file format when you create a MDB
database in AXP is actually A2K file format (unless you
change the default). However, to create an MDE using AXP
software, you need to have the database in AXP file format.

Use the Menu Tools/Database Utilities.../Convert
Database... to convert your MDB to AXP file format before
you can use the Make MDE command.
