no menu when I click on e-mail, new

I have outlook 2003 and when I try to edit a new e-mail I'm missing all the
menu on the top, the only thing I see is the from, to, cc, subject,

Hi,

Try running a search for the file outcmd.dat and rename it to .old
Restart the machine and check again.
