no messages in outbox, but outlook still tries to send

There are NO messages in my outbox, but when I send and receive Outlook 2003
is trying to send messages - it was just one for a couple of weeks, but now
it is up to 3. It is annoying, as they don't get sent, so my send and receive
gets stuck everytime. If I do have messages in my outbox then it adds on that
one (now 3) messages and still gets stuck. I don't know how to get rid of
this... Help!
