No new mail icon; Outlook 2003 on Win2K Pro; using Outlook rules

I never had any problems getting the new mail envelope icon to appear in my
system tray when I was using Outlook XP (a.k.a. Outlook 2002) here on my
Windows 2002 Professional machine but since being upgraded to Outlook 2003,
the dang thing just won't appear. I have Tools menu ==> Options menu ==>
Preferences tab ==> E-mail Options button ==> Advanced E-mail Options button
==> Show an envelope icon in the notification area option checked. But still
I get no new mail icon. Perhaps the problem is that I'm using Rules, both
Server-side and Client-side, that result in every single piece of mail that
comes being moved from my Inbox to some other folder. This is not new
behavior; it existed with Outlook XP and did not prevent the new mail icon
from displaying.

All help appreciated!

Due to complaints, the behavior was changed, so mail moved to folders may
affect the display of the icon.

So there's nothing I can do about it? If not, allow me to at least make a
suggestion: for the next version of Outlook, make one of the available Rules
actions the display of the new mail icon. As far as I can tell, that would
allow those who complained about the new mail icon displaying on mail moved
to folders to be satisfied because they just wouldn't use that action and it
would allow people like me who want the new mail icon to display to be
satisfied as well.

you can use rules to display alerts - either the blue "toast" that shows on
the screen or a gray dialog that only disappears when you dismiss it. Look
in the rules wiz for the options.
