No Notifications to Resource Managers when a resource updates a ta

Hi.

I just implemented RBS and I believe I have everything set up properly, but
the resource manager is not receiving email notifications when a resource
updates a task.

I have verified that this manager has the options set to notify immediately
when a resource updates, delegates, or submits a new task request. This
manager is also receiving notifications for updates to their own tasks and
those seem to be working fine.

I have verified that this manager can view only resources as outlined in the
RBS.

The project manager is receiving notifications of the resource's updates.

Does it matter that the RBS was implemented today, but the projects have
been in existence and updated for some time?

Am I missing something?
