No OneNte "Open new side note" icon on start up

The Icon called
Open new side note

dose not appear on start up, why. It is checked. It is that same icon that
allow clipping with windows key + s.

try clicking Tools | Options | Other and changing the "show onenote icon in
the taskbar" to ON. YOu may need to toggle it Off, then On again.
