no open attachment option (again)

upgraded to Windows 7 and still using Outlook 2007 and the problem

"Emails that contain attachments other than pdf will not open when clicked
but the option "open" or "save" is offered. The option to either ask every
time or not is checked and gray, i.e., I can't clear the check. How can this
be done?"

is back.
Is there a similar solution that Roady explained in
http://www.msoutlook.info/question/80
available? The "run as administrator" is no longer there.

Found the fix! Using Roady's link the selection is "Troubleshoot..." instead
of "Run as Administrator". The troubleshoot path does the same thing.
