no open attachment option

Vista Home Premium (x64) and Outlook 2007.
Emails that contain attachments other than pdf will not open when clicked
but the option "open" or "save" is offered. The option to either ask every
time or not is checked and gray, i.e., I can't clear the check. How can this
be done?

As this is a system wide change, you'll have to start Outlook as an
administrator to do this.

Got the situation resolved in a chat session with the Microsoft folks in
India in that a missing(?) registry entry was added. So far all is well.

Have since upgraded to Windows 7 and the problem is back.
Went thru Roady's fix but the option to run as administrator is no longer
there. Is there a similar fix for Windows 7?
