No Outlook e-mail sound notification after setting

I have Vista and am using 2003 Office Outlook. I've set the sound
notification to notify me when I get new e-mail. After I set it, it sounds
while I am in Outlook. When I click out, and go back later, I don't get a
sound when I get e-mail. I so want the e-mail notification sound. What can
I do?
