No Page Banners present when importing web

I am trying to import my original web site from my backup
copy on disk in to FP2000.
I have just reformatted my drive and made a clean
installation of all software. Using the same FP2000, I
imported my backup copy of my web site back in to
Frontpage. All pages and content ar there, but minus the
page banners and the navigation bars. In place of these
it says "[Add this page to the Navigation view to display
a page banner here]".
When going in to Navigation view however, all the pages
are present.
How do I restore the banners and navigation bars, without
deleting the pages from the navigation view, and
reinserting them?

Any help would be appreciated!

The import function only imports what is seen by a browser, so shared
borders, include files, navigation structure, themes, asp pages, databases,
etc. are not imported.

Use Windows Explorer to:
Create a folder on the hard disc - say C:/myweb
Copy the web from the CD into C:/myweb
Remove all the read-only attributes from every file in c:/myweb.

Then:
open FrontPage and File-Open Web
Browse to C:/myweb and open.
Publish the web to where it should go.

If the backup was created by publishing or copying the complete original web
to the CD, the final web produced above should have the complete navigation
and shared borders etc.
