No personal folder types available

I am using Office XP with Windows 2000. When setting up
Outlook (now upgraded to SP2) I am prompted to create a
personal folder to hold my data. I go to the mail icon in
Control Panel and try to add a new Outlook data file but
the types of storage listed is blank. If I click on OK, I
get a catastrophic error code of "unknown error code
0x8000ffff". I can't use mail, calendar, etc. I am trying
to install using a administrator level user.
