No Provisioning Options in WSS - Proj Serv 2003

Hello,

I am using Project Server 2003, split up over an application server
and a database server. We are now migrating to a new database
server. Therefore, I have copied the databases, and I am attempting
to point the application at the databases on the new server. I
followed this guide...

....and had no problems with the Project database. However,
configuring WSS to point at the new database is giving me trouble.

The above referenced document instructs me to (under Configure Windows
SharePoint Services, step 2.1):

a. Under Virtual Server Configuration on the Windows SharePoint
Services Central Administration page, click Extend or upgrade virtual
server.
b. On the Virtual Server List page, click Default Web Site.
c. In the Provisioning Options area of the Extend Virtual Server
page, click Extend and create a content database.


My problem is that when I click on Default Web Site, I see no
"Provisioning Options" area, or any selection labeled "Extend and
create a content database". Would would this area/option not appear?
