No Recall option in Action menu

I am using Outlook 2003 on an exchange server, but there is no "recall"
option in the Actions menu. Is it an add-in? Why is it not there?

This only appears (AFAIK) when you open the message...are you looking at the
Actions menu in the main Outlook window?

I click on the Sent folder and open the sent mesage I want to recall, but the
option is not there in the Actions menu
