No "SEND" Button!!

I tried reinstalling Outlook but I still do not have the
SEND button when I compose and email! Also, the drop down
box that shows your various email accounts so you can
select who the email is coming from, has no addresses in
it, even though the addresses do show up on Tools-Email
Accounts...any suggestions??
