No send/receive group in Outlook 2003

After several attempts, including using detect & repair several times,
uninstalling and reinstalling Office 2003 several times, deleting and
recreating email accounts several times, no matter what I do, I cannot create
an email account with a send/receive group, nor can I send email. I can
RECEIVE email, but when I try to send, it just goes to the outbox and sits
there.

I've tried with both my webmail accounts, MSN Premium and ATT/Yahoo.

In addition if I try to set up an email account, and create an account with
Outlook connector linked to my MSN Premium account at the same time, Outlook
goes berserk, with "Outlook has encountered an error and must close etc". If
I don't uncheck the box to "restart Outlook" it will just keep doing that
each time it starts. I have to uncheck that box, go to Control Panel, User
Accounts, Mail, and delete either the MSN email account, or the account
created for Outlook Connector, after which Outlook will again stabilize.

I did download and install Office 2007 a few months ago, but have since
uninstalled it.

I'm using MS Office 2003 Standard edition with SP 2 and all updates.
