No "send to" drop menu in One Note

In One Note 2003, with Service Pack 2, selecting "send to" (under "File")
does not display a menu, as in Word and other Office programs, but a blank
square. Other One Note users do get a send-to menu. Any idea why I don't,
or how to fix?

Are you running Outlook 2003 or Word 2003? Earlier versions of Office
Programs (v2000 or Office XP) will not work.

Thanks. I'm using Word 02 and Outlook Express 04. Will be upgrading anyway.
