No server on port 80

Each time I try and open my website on front page explorer (v3) I receive a
message saying "There is no server on Port 80 at "satellite". I am still
using windows 98 with this earlier version of front page explorer. An answer
to an earlier question was to turn the web server back on using control
panel. I tried and was unable to find any web server icon. How can I solve
this problem?
