No shape comment on locked layer

I have shapes that are on a locked layer, to prevent my user making
changes. However, the comment that normally appears when I hover over
the shape does not appear if the layer is locked. Is there anyway to
make the comment appear event if the layer is locked.

We have encountered just the same trouble with SmartTags. They do not
appear if the shape is on a locked layer... Sadly, we have found no
work-around for this issue..

Can anyone clearify the situation? Is there any way to allow 'popups'
for shapes on locked layers?

Actually, we needed this 'strange feature' to simulate read-only
diagram... It seems that placing all shapes on a locked layer when
diagram is opened is, hm, 'most perspective' approach to achive that..
It would be great to have 'Readonly' property for diagram, that
prevents user from modifying the diagram..

Comments and SmartTags are activated on selectable shapes. Since shapes on
locked layers are not selectable, these features will not be available.

Seems a little bizarre that these should only work for selectable
shapes, especially a hover over comment. My shapes aren't directly
selectable, but can be selected via automation code which is handling
the mouse click events. Presumably I can try and implement this by
handling the mouse movement events.
