No site templates installed on the server running WSS

Hope someone can help me out with this issue.

We are running MS Project Server 2003 on a Windows 2003 server. The SQL
databases are on a separate server.
We did a system state backup of the project server and restored it on a
server on the DR network. We then restored the MS Project SQL databases onto
a separate SQL server on the DR network.
From the WSS Administration site, we are able to connect to the
configuration database and to the content database successfully and got
ProjectServer up and running. Project Web Access seems to be running fine,
except for one piece: when we try to access the Documents, Risks and Issues,
we get the following message:
"the documents, risks and issues features in Project Web Access use Windows
SharePoint Services. A Windows SharePoint Services site needs to be created
for your project before you can share project documents or track project
risks and issues. Site creation takes a few minutes, so if the project was
just published, wait a few minutes and then visit the page again. Otherwise,
contact your server administrator". I cannot visit the Project workspaces
from PWA directly, but it works great when I click on the site's link. So I
know the sites are there. Also, I was able to create a project using Project
Professsional and published it to PWA successfully and it also created its
workspace, which I can now visit directly from PWA.
My question is, why can't I visit the previous sites from PWA and why can I
access the newly created sites? I am hoping there is a small setting
somewhere but I just can't find it.

Tried running the WSS Configuration Wizard and got the following error:
"SharePoint Configuration Wizard cannot create the
MS_ProjectServer_PublicDocuments site with the template that you have
selected. You must use the Project Workspace template or any other template
you have created by using the Project Workspace Template. Ensure that the
template has been installed into the correct directory, and then run the
SharePoint Configuration Wizard again."
