No stoplight until the planned finish date

My supervisor has asked me to design a stoplight column as follows:

If, on the planned finish date for a summary task, the task is 100%
complete, then and ONLY from that time forward, a green light shows
up. If it's less than 100%, a red light shows. (If it's before the
planned finish date, no light shows.) In other words, this all occurs
ONLY at the arrival at the planned finish date, and ONLY for the
summary tasks.

I had mentioned to her that I thought a critical path and slack time
would possibly answer this question, she wasn't interested. Also, our
projects have a great deal of flexibility and critical path would be
difficult to determine, making her request ultimately a practical one.

I'd compare baseline finish to actual finish on each task for this.
