no toolbars in Word 2000

I have absolutely no toolars in Word 2000. I'm told that
the normal.dot file was deleted from my computer. I have
uninstalled Word as well as Office 2000 and reinstalled
them both. I've done everything I know to do. I understand
that when I uninstall the program, the tags remain no
matter what. What can I do? Please advise.
