No toolbars when launching from Internet Explorer

We have hyperlinks to excel spreadsheets on a webpage. When launching Excel
from the hyperlink, it will open the Excel program (vs. opening in IE) and
the document displays. But there are no toolbars, no menubar, etc.

Any ideas?
