No transport provider (another one)

Windows XP pro.
outlook 98
Internet mail AND exchange server mail being used.
Worked for 5 years and now Puff, "no transport provider was
available..." error.

-This only happens for outgoing internet mail
-Spent 1 hr on phone with ISP, doesn't appear to be them.
-It is not an incorrect email addresa as I have tryed several from the
contacts file AND entered several manually.
-Althoug these mails error emails are addressed as coming from "system
adminitrator" I fell they they really never leave outlook, or at best,
they never leave the machine. The journey from outbox to inbox is
instant.!

- Removed intenet service and created new one. NG.
-removed outlook and reinstalled, NG.
-removed outlook and reinstalled with Internet mail capability only.
This worked. Went back and tryed to add Exchange option in, and the
nothing worked.
-Removed outlook98, installed 2000.
Same issues. If internet email is intalled by itself, it works.
Any attempt to run Exchange service, causes internet mail to get no
transport errors.

Tryed deleting ost, pst and whatever other .st files I could find
(well, moved them to try to hide them).
All no good.

Any more ideas?????
