I am having some emails returned to me as undelverable with a specific
statement that says "no transport provider available for delivery of this
recipient? How can I fix this problem? Thank you.

No, that was NOT an e-mail returned to you. It is an error message
generated by the *program* (Outlook).

You might want to add your Outlook version that you did not provide here to
