"No Transport Provider" error message

looking for some insight to why I would receive the
following error message from Outlook: 'No transport
provider was available for delivery to this recipient'
when sending or replying to email. the error is sporadic
and w/o a set pattern.

anyone else have same problem and how do I fix it???
