No vertical scrollbar on form

I have a form that is longer than the screen. The "scrollbars" is set to
"Vertical only." Sometimes when I switch to Form View there is a vertical
scroll bar, but I can only scroll down one line at a time and then lengthen
the form and scroll again. I may have made that "feature" go away because
for some time now there is no vertical scroll bar at all when I go from
"Design View" to "Form View." I can't get down to see my buttons and make
the form work.

Suggestions?

Well, I gave up and just made a whole new form, and the scrollbars work
fine. I'd like to hear from folks about whether they think I just had a
corrupt form, or if I had set some parameters incorrectly. I'm suspecting
corrupt form.

That would be my guess. I haven't seen that specific problem but there are
lots of similarly wierd things.
