Non-Administrators Receive Read Only Mesage Opening Local ADE File

I developed a Access 2003 project with MSSQL back end. I made a ADE file to
remove the code on the copy that is distributed to client workstations.
Users who are not administrators on the local machine receive an message when
opening the ADE file:

"The Microsoft OfficeAccess project will be opened read-only because one of
the following occurred:

The file is locked for editing by another user, or the file (or the folder
in which it is located) is marked as read-only, or you specified that you
wanted to open this file read-only"

I am hoping Microsoft does not require users to be administrators of the
local machine to use a local copy of a access 2003 project .

Any help would be appreciated.

Doesn't sound like it's anything to do with Access, it sounds like non-admin
users don't have write permission to the ADE file (or the folder it's
located in). You'll need to change the Windows permissions for the file or
folder, or put the file someplace where the users DO have write access to
it.
