My tital bar says "non-commercial use"

Does this mean that if I wanted to start a business, that if I wanted to use
office to create invoices for customers, receipts, etc. I need to purchase a
commercial version?
Or, does this mean that I am just not allowed to sell anything I make with
the software? (ex. cannot sell any publications, cards, etc.)

I apologize for the lack of detail, I'd just like to understand what I can
and cannot do with this software.

It means you are not licensed to use it in any commercial undertaking - as
shown in your two examples

From Microsoft Office Online:

Office Home and Student 2007 is licensed only for noncommercial use by
households. It cannot be used in commercial (business) situations.

Note - this includes non-profit organizational use.
