There may be no solution to this, but...

Which version of Windows, Word and Outlook Express? Which language version
of these programs are you using (e.g. are the WIndows/Word/OE menus in
English, Russian, or what?)

In Outlook Express, does it make any difference if you change the default
encoding in Tools|Options|Send|International Settings?

I guess, mail-merge as many other operations, depends on
System Code Page of your Windows and you have it currently
as "Western European, 1252".
Because usually ??? are the result of using wrong Code Page.
It's not hard to verify - just try to change System Code Page
and see how it works after that (should work just fine, no
more question marks).

So:
1) Please read first "Cyrillic in Outlook Express" instruction -
may be it'll help (but I doubt it); it describes ???
situation, but for different case.
The instruction is in the "Russian in Browsers/Mail/News"
section of my site.

2) Please read about System Code Page and how (if feasible)
change it to "Cyrillic, 1251" - it's in the
"Full Russification" section of my site.

Forgot to mention - if you curious how Word may replace all
Cyrillic to question marks, then please read how Word does the
same when you try to create a plain text (.TXT) file from
Cyrillic document - it's in
Chapter 2 "Copy/Paste; Word and .TXT"
of the "Unicode related issues" section of my site.
