non-enterprise resources in enterprise projects

In enterprise projects, what is the Microsoft Project recommended way to
handle local (non-enterprise) resources?
The Create Account ...* Organizational permissions in the Server
Configuration page default to "Deny" for Enterprise Projects. However the
Spooler causes error (page 326 /327 of the MS Project 2003 Admin Guide)
0x8c040017 suggests to add the Create Account* permissions and makes no
distinction between enterprise and non-enterprise resources.

I would greatly appreciate help with this issue.

Refer to the following link for the steps to resolve the Spooler error that
results from publishing a project with one or more local resources assigned
to tasks:

If your PM's need to use local resources in their projects, such as when
they need to assign a contractor who won't use the PWA timesheet system, the
PM's should follow the steps #3-9. You must make this a required process
for using local resources in projects in your organization. Hope this

Thank you very much, as always, Dale.

I have project managers with many completed tasks in their projects they
need to maintain for accurate actual reporting. Thus, they don't want to
publish with All Information. I assume since Workgroup is a resource field,
republishing with selected tasks is not sufficient?

Changing the Workgroup field for the local resource completely solves the
problem indicated in the original message, which was the Spooler error you
mentioned. Trying to solve this problem using any other method does not
solve the problem. So, I'm not certain why you are asking the question you
are asking now. Please say more about what you and your PM's are trying to
accomplish. Thanks! :)
