Normal.dot does not get saved on exit

Hi,

I read a lot of mail of people suffering from the fact that Normal.dot is
saving over and over.
I, however, suffer from the opposite. It does not get saved at all!!

-I have a Normal.dot file in the templates folder specified under Tools\
Options\Files Locations
-When I remove the normal.dot from there my toolbars look basic. When I
replace it the toolbars look like I defined them some time ago. (So, this
normal.dot is read correctly).
-I have the checkbox checked in: Tools\Options\Save\Promp to save normal
Templates
-The normla.dot file is not read-only
-When I modify my toolbars, or a macro in normal.dot and close word. Word
does not ask anything. And upon re-opening Word I do not show my
modifications.

However, when I make modifications and go to theVB editor and press the save
button there. The normal.dot is saved. So I have a workaround. But my
questions remain:
-Why won't word save the Normal.dot
-How can I restire this

P.S. On deleting normal.dot, starying Word and closing it. No new Normal.dot
is created.
