Normal.dot

I have a user with Windows Xp Pro and Office 2003 (both with all updates).
Whenever he tries to open word it gives him the message "Word cannot open
the existing (Normal.dot)" he is then able to ok that and work on whatever
he is working on. When he goes to shut word down, the message "The file
Normal.dot already exists. Do you want to replace the existing file?" when
he says yes it gives a permission error, but he has full access to the
folder. I have tried deleting the file and gets the second message when he
closes word. If I make him a power user on the machine none of this
happens. We do not want anyone to have install permissions so you see the
problem of making him a Power user? Any advice?
