Normal template corrupt

Office keeps wanting to install before opening and then it says that it is
missing the XML file and cannot open the file Normal. I am unable to save
anything because the MSXML 5.0 is not properly installed. I've uninstalled
and reinstalled several times and repairing does not help. I cannot find any
answers for solving this while running Windows Vista. Any answers?
