Normal Template Weirdness

Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel

I have an issue with the Normal template in Word 2004. When a user tries to open Word they get a popup message saying "Word cannot open the existing global template. (Normal). I had to delete and lock the normal file in /user name/Documents/Microsoft User Data. I thought this would fix another issue where I was getting a message that "the file is in use by another user."
Another fix I used was to log the user out , but that gets to be unpractical after while.
So, what is causing all this Normal template issues I'm seeing suddenly? Also I have checked for macro virus in case you were wondering.

It sounds as if you may have the Normal template accessible to more than one
user.

If you do, this is one of the many entertaining results :)

The Normal template is Word's "per user" scratch-pad: it must be Read,
Write, Execute and Exclusive to each user. Ensure there can never be
concurrent access to it.

Actually that person is the only one using the computer so it's not that.

Well, "some user" has the file locked.

Have you checked that other users are not getting in across the network?
Have you checked that Fast User Switching is not in use? Have you checked
that the user has logged in with the correct UserID.

This is a straightforward "Unable to lock file for writing, permission
denied" error being returned by Mac OS.

May be an OS issue, but as I mentioned, this is the only user and this message pops up even with a local file that's on her desktop and not on her desktop.

Well, "some user" has the file locked.
