normal vs preview

I can't understand why when creating a simple page and using the 'normal'
view, I have to overlap pictures, have text all over the place, and in
different fonts, in order for it to look correct in the 'preview' option and
when uploaded?

Am I doing something obviously wrong?

That's the glory that is Frontpage.

Sometimes the 'normal' view is definately NOT "what you see is what you
get." If you have the folder list or other things like that open it will
compress your view and make things look very different than they will look
in the browser.
