Norwegian Proofing Tools 2007 in English Office 2007

Is it possible to install Norwegian proofing tools within the Office
2007 installasjon when your using msp-file? Or do you have to use
config.xml?

I have tired to install the proofing tools afterwards like this with
out any success.
setup.exe /config "/PROOFING.NB-NO/SETUP.xml"
