Not able to create a line chart with year on X axis

I am trying to create a line with year on X axis, value on Y axis, but are
having trouble.

then, I am trying to follow the excel tutorial on the web to create a
chart, but are having a problem on step 7, I am not able to enter 1 in the
box of X axis,

"Step 7 : Notice the box that reads: Use First 0 columns for Category (X)
Axis Labels. In our illustration, the first column (years) is the label for
the X Axis, so you want to enter 1 in this box. To do so, you can either
overwrite the 0 that is in the box or click the up arrow to cycle the counter
to 1. After doing so, you will notice the chart change automatically to a
better representation of the chart in the illustration above."

It looks like the instructions are for Excel 5.0, so if you have Excel
97 or later, you won't be able to follow them.
