Not able to insert issues in project server

I am trying to insert a new issue for Pro0ject SErver regitered user i am
getting only one user which is windows local user other than that i am not
getting any other user in "Owner" and "Assigned to " can anybody help me out
in this

again i am not been able to insert the issue in system

i have set Sharepoint install and confgured properly
