Not Configured setting in Office 07 OCT ??

Using the Office 2007 OCT tool, All of the settings have a 'Not Conigured'
setting. Say there is a setting like 'Enable four year digit display' - Not
Configured.' Does this mean if I leave it 'Not Configured' state it will
turn on four year digit display by default or hide the option from the user?

"Not Configured" means the setting will be available and configurable to the
users, set to the default
