Not in List Event

I currently have a Form with a Combo box "Combo13" which gets it's values from a Table "Project Families" from the column "Project Family". I am trying to create an Not In List event that will add a new entry into the table. Could someone spell out the code for me because I have tried to use some codes already posted but cannot make any of the work!
