Not justifying last line of paragraph

I received a document from someone else. Most of the numbered "paragraphs" in
his document are formatted justified and ended by Shift+Enter. If the last
line of the paragraph is short, the line is not justified. When I copied the
the paragraphs into a new blank document, the last line of the paragraph is
now justified with large amounts of blank space.

I know I can prevent this by hitting Enter but I do not want to create a new
number. Is there some option that has to be selected that prevents the last
line from justifying when you press Shift+Enter?

If each paragraph is numbered, then each paragraph should end with a
paragraph break, so I'm not sure I understand the issue here, but you can
prevent a line from expanding by (a) pressing Tab before the line break or
(b) enabling the Compatibility Option "Don't expand character spaces on the
line ending Shift-Return."

Thank you, Suzanne. Enabling the option did the trick. When I used the term
"paragraph" it was because I did not know what else to call it. Each block of
text did end with a Shift-Return.
