I'm using Proj 03. I've got a project with roughly 1500 tasks. They are
broken into two major sets, and those sets are broken into two sets. So it
looks like

Summ11
T111

Which granularity do you use for leveling (it sounds as if you level by
week)?

By the minute. Min is also the unit for the Work.

Hi Ken,

I see only two possibilities then

- Have you asigned resources to any summary task?
- Or... I have seen leveling react badly to links other than FS, especially
on summary tasks

Short from having a look at the file I cannot imagine any more..
